According to the emails reviewed, the goal was “to develop ideas for a preliminary model of what an official communication protocol should look like for a potential definitive announcement of extraterrestrial life.”

The documentation shows that this type of planning is not recent. Among the files is a presentation from July 2020 titled “Developing a Communication Protocol for the Discovery of Extraterrestrial Life.”
